Dear HHS OIG,

I am Terrence Enright, a twice transplanted recipient of two deceased donated livers. I have repeatedly asked UNOS for my HIPAA guaranteed right to copies of the many (7) organ requests made by my Northwestern Hospital doctors that they sent to UNOS. UNOS first denied any record of me and then after a series of evasive and deceptive responses, they finally sent me, grossly and quite obviously, fraudulently produced records. You will also find there the pdfs of the UNOS delivered requests records they claim are the requests and appeals my Drs sent into UNOS. !They are identical word for word, with only the submission dates changed in order to claim they are separate submittals! UNOS has been obstinate in their denials and refusals to obey the law and deliver my records. I have submitted a complaint with HHS, the UNOS overseer. HHS returned without any documentation or explanation that they were closing my complaint regarding UNOS not following the law. I have now filed a legal request to the DOJ to investigate UNOS and the HHS for forgery of medical documents and refusing their tax-payer funded duties to follow the law and do their legally obligated duties. I’m not sure if deliberate dereliction of duties is illegal, but it should be and certainly comes under your purveiw as OIG. Please, as the OIG sanction, or just fire, the gold brickers refusing their duties and get me my records. Pronto, please, it’s been 6 months!

The documents UNOS finally supplied, Feb 16, 2024, as my complete 2023 record of my NMH Dr’s organ requests on my behalf, are in fact, merely copies of one and the same NMH request that they changed the dates on to reflect them as 3 different requests. – look at “initial” and “approved” and take note that the dates labeled “submited” are different, but the contents are identical. They are the same submission UNOS is attempting to pass of as one. see my UNOS appeals at https://sf-transplant-nation.org/unos-appeals/

Is UNOS claiming my NMH Drs, ignoring my medically endangered life, negligently submitted a duplicate request for each appeal?

If so, why, considering  those 3 identical requests which they denied twice, did they finally approve the third duplicate without my NMH Drs  providing any additional mitigating information into evidence and deliver a liver for me? Begs the question, if the third request is the same as the first, why torture me with the delays and efforts of  an appeal at all. Unbelievable!

I trust my surgeons and know this is just more UNOS bs.
